Nobody had it, or the last holder's lease had run out: ours to run.

DUPLICATE =

It was handled and confirmed. Accept it without running anything.

IN_PROGRESS =

Somebody holds a live claim and has not confirmed. Neither run it nor accept it: put it back and look again later.
